Now that we have a military, the amendment becomes outdated as the force securing the "free State" (American) is not the population as a whole, but merely the military.

That's a fair interpretation of the word, but keep in mind the word of the law must always be balanced against the spirit of the law. That's why the supreme court is supposed to be comprised of a varying mix of strict constructionists and loose constructionists. Interpretation can manipulate anything.
