EDIT: Ok this one I got a little help from the Net, but it's still a guess. The front bumper (with the two metal 'bullet' leads on it for lack of a better word) as well as the big 'V' inside the grill reek of classic caddy design. Kind of like this:

But those headlights and the main body line ('hip line from headlight to tail light) slightly curved stance are look very Fiat to me. Like so:

So, given that these are concepts like you said I'm going to say it's one of two:
1. A Fiat Spyder concept in collaboration with Cadillac?
OR (and #2 is FAR more likely as the Italians were way ahead in design and curved body panel manufacturing technology back in the day):
2. A Cadillac concept built in collaboration with Fiat?
