Unfortunately it isn't safer as compared to the same HP at a different compression ratio. Your tune determines that. But not many turbo cars run 8:1. High HP drag cars and dyno queen cars run 8:1 or even less so they can crank up the boost to 30+psi. They would be rubbish to drive on the street. You get more HP from lowering compression and increasing boost than just raising compression but its not something you would want to do. No street cars run that low. Most run 8.5:1 to 9:1. Most that run 8.5 bump it up to 9 when they get forged pistons.
