The coolant temp sensor is located in the bottom of the radiator. It has an electrical connector connected to it.
First try swapping the relays to eliminate them. The cooling system relays are located in the underhood relay box. Its next to the top of the radiator on the driver side.
For troubleshooting you can swap the:
1. Radiator fan main relay with the windshield wiper intermittant relay
2. Radiator FAN Relay with the Horn Relay.
3. Condensor fan relay with the Horn relay.
Try #1, if it doesn't help then try #2. If that doesn't help swap them back and try #3.
Remember that it can sometimes take 20 minutes for it to get hot enough for the cooling fan to activate.
