I'll give you 2 very substantial reasons why Kerry isn't doing very well:

1.) Republican smear/hypocrisy campaign
2.) A vast majority of voters decided before the campaign came in full swing (hence the lack of a bounce after the DNC). There is a good chance the same will happen at the RNC.
Liberals are smearing Bush as well, so let's call that an even trade.

Congress is the main reason why I think the system is broke. To me, it no longer matters who controls congress (I could go on forever about this). I'll make one point though, since you like to revise Bill Clinton's first two years in office--He was soooo popular, he lost two chambers of Congress and the balance of governors to republicans in 1994.

2)--We'll see. I've heard strong arguments for and against this, it is plausible. But if Bush gets a bounce approaching 10 points, Kerry will be in deep trouble, because if there is nothing the electorate hates more, is a liberal who is desperate to climb back into the race.
