Use a hose.

Cut a piece of hose and use it to listen and pinpoint the noise, while someone turns the wheel. Just make sure you get someone that's trustworthy.

Sounds crazy, but I've done it before with success. And not having a mechanics expensive "lets replace this and see if it fixes it" solution.
