High beams by nature tend to blind people at times, but it is probabaly no different then any other cars high beam as that is the way it comes from Honda/Acura. Unlike the H4 bulbs where the low beam turns off when the high beam is on, the Legend uses sepate bulbs so they are both on at the same time. I believe all the cars that use a 9006 low beam and a 9005 high beam are that way. It is probably adjusted accordingly from the factory do be legal and not blinding according to allowed specifications.

Roger, turn on your headlights and then flick on your high beams. Now run to the front of your car and look, while the high beams come on, the low beams stay on too. All honda/acura with 9006/9005 hi/low combos do this.

I don't think it's possible, because you can not adjust the high beams and low beam seperately. If you aim your high beams lower, you low beam would also aim lower and rendering it useless.

they are 9005's (for hi beams) No re-wiring necessary. They just pop right in. Not sure wht brand they are, but make sure you do not exceed 60w if you purchase some. I picked them up at a local speed shop here in town.
