The Legend is an old car and not a rare one. Neither was it designed to be a performance vehicle. I believe you will be spending enough cash just to replace/repair what you have listed as well as other parts (suspension, brake, exhaust) which have reached or exceeded their service life. You will have much, much more invested in the car than what it is worth.

The car, not being designed as a performance vehicle, has no aftermarket performance parts. I suppose you could bore the block to the limit, change piston configuration, and have some head work performed.

Just a suggestion based upon many years of owning and wrenching muscle cars -- if you want to refurbish a car buy one in which you have some chance of breaking even, be it a Domestic, European or Asian car. If you are going to spend serious money (my BMW dealer neighbor likes to use the term 'large numbers') buy a car which is relatively rare and has a performance heritage. Otherwise, just bundle up some cash and FedEx it to me, or drive through town tossing $10 bills out of the window.
