Intermittant A/C?

I just got a 91 Legend and when I tested the A/C it blew out very cold air. Later on I had the car parked and running along with the A/C. I got out of the car for a couple of minutes while the car was running and left the door open. When I got back in the car the A/C was no longer blowing cold air. I started driving and about 5 minutes later the A/C started blowing cold air again. I was thinking that maybe the freon is just low? Any ideas what the problem might be?

Is it difficult/expensive to convert to 134a? I didn't notice any bubbling in the window but both lines coming from the AC resevoir are warm, not cold what so ever...
