Clear coat doesn't work like that. No body shop will do it. They'll tell you it can't be done and that you have to repaint the panel.

If you think about it, paint is only a few tenths of a mil thick (sometimes only a few hundredths) so removing a single coat(all clear coat is is paint without any coloring pigments in it) is nearly impossible. Furthermore, clear coat doesn't fade evenly so if you go after it with a sander or similar, even if you're a miracle worker with a sander and pull a single coat off, the clear will be removed except where it was already gone... those areas will no longer have paint. Also, by time the clear coat wears off, the paint below will likely also have suffered significant damage.

shop around for smaller no name places in the area, earl shieb and maaco are both fast and dirty. I know a shop in passadena but I only recommend them for insurance work otherwise they are to slow. You probably only want to tape off and repaint the peeled panels, full repaint of god quality is expensive and time consuming.
