You said that you failed your emissions test, but have you cleared the ECU code yet to see if it comes back? You may have already fixed the EGR problem and need to look somewhere else.

Get a vacuum gauge/hand pump and do the tests I posted. You could replace the valve and solenoid 100 times each with other used parts and never fix the problem.

EDIT: You can rent a vacuum pump for free from Autozone.

Did you clean EGR "Pipe"?

You said you cleaned the Intake Manifold. Did you clean the EGR Pipe that runs from the EGR Valve to the back of the Intake Manifold, as described in this thread:

egr valve

Yes, NOx production is stunted when you're burning cool, it's the entire point of EGR. You're asking for trouble if you try using water instead of antifreeze.

Check voltage between + and GND terminal oft lift sensor. Should be 5V. Check voltage between the out terminal and GND and apply variable vacuum to the AGR valve. The OUT voltage should change together with the vacuum in the range 1.2V...4V.

If the lift sensor does not supply correct voltage to the ECU, the AGR control loop will not work correctly.

Diagnostic Procedure in Service Manual

Did you follow the diagnostic procedure in the service manual? I saw someone already provided a similar description - so maybe you already have.
The manual is online (per sticky):

Acura Legend Online Service Manual Thread (G1/G2/G2-TCS)

In my copy, it's on page 11-132.
