Quick dash board question.....

What's behind the dash on the passenger side if you have no airbag??? Can I drill or cut through it without removing the dash?????

Air duct for the climate control, then a plastic wall. I can see a wire behind it so I didn't go through yet. I'm gonna remove the dash first.

What's the wire for, any particular reason to place it there? Removing the dashboard is quite a task, or so I hear.
