Suspension Or Rack & Pinion Issues?

I just had a new rack & pinion installed last week. The mechanic mentions that I should change my right lower ball joint and bushings on my sway bar. Today I was driving to work on a wet rainy day, when I got to the parking garage I notice a squealing coming from the front when ever I turn the wheel. So I played with the wheel, when ever I turn the wheel slow I notice no sound as for when I turned the wheel as normal I heard the squealing. What could cause this and is this a hazard while driving

I have the same problem. My system is not new. Any suggestion?
