So i went to change my VSS and apparently some unintelligent person had striped out the 10mm bolt prior to me owning it.. so not sure what i should do to get it off. I cant seem to get a pair of plyers in such a tight spot.. if anyone could help i sure would appreciate it.. PLEASE...!!!!! Thanks.

When you say stripped do you mean the head of the bolt or the the screw keeps turning and won't back out? If the head of the bolt is stripped they have special sockets to remove the sold at Sears. If the screw keeps turning but won't back out use a flat head screw driver to pry it up as you turn.

You need a bolt extractor socket then, something like these: Bolt Extractors - Tools - IRWIN TOOLS Harbor Freight has a cheap set for about $20 or you should be able to find a set at Lowe's or maybe Home Depot too but Sears for sure but much pricier.
