You need to be more specific. Is the vehicle a Cpe or Sedan? Exactly where is the cover damaged or disconnected?

Rick1342, also see the 2nd gen FAQ at top of each page. There is a section on bumper repair. Temporary solutions require loosening and then retightening
bolts after sandwiching in the disconnected part. The bumper slide requires unbolting and rebolting the bumper as described in the link. The tricky part
of repair involves carefully removing fog covers, accessing the screw for bumper light, removing bumper light, undoing connectors, taking out 2 bolts
repositioning the bumper with slide in place, then reconnecting everything.
See the FAQ, check the service manual link above, then provide more specific
detail about exact problem and car model if you want more info. You will need
a few socket wrenches, extensions, flat and Phillips screw drivers. Headlights
and corner lights do not need removal. First time takes forever; repeats take
10-15 minutes. If just one side is involved, you may just need to undo that side. Many of us have had this happen too many times to count.
Good luck!

If the section which is disconnected is the section of the cover which mates against the front lower edge of the fender, the cover slide is either disconnected from the fender bolt or the slide itself has been broken (this occurs frequently). In order to check the slides, the bumper assy has to be unbolted. When you reinstall the bumper assy, you need to buy longer bolts holding the engine splash shield. Instead of having the splash shield under the lower edge of the bumper cover, you install the splash shield over the lower edge of the bumper cover (need for longer bolts).

"the part where it used to hold is ripped". Are you writing about the bumper slide or did the damage pull the fiberglass reinforcement beam through the bolt used to attach it (and the assy) to the bumper stay?
Normally, the bottom lip catches an obstruction and the ends (where cover meets fender) of the cover become detached and the slides broken. If so, new slides. If, you have ripped the cover off of the upper portion of the reinforcement (tabs broken) you could try using a bumper repair kit or find some shop still having/using a plastic welder. Same holds true if the lower spoiler has been ripped through its bolts.
You do not have to remove headlights to remove the bumper assy. You do have to remove the turn signal lamp assys to access the 12mm bolt under each one.
