96 RL Starts & Runs for 5 seconds

It will start & run for maybe 5 seconds if you let it set for a while. Then you have to let it set again just for another 5 second run. Open the gas cap and seems like an unusual amount of pressure in the tank. Any ideas welcome, and where is the fuel pump and relay located. Thanks for the help everyone.
