I do believe it depends where the car was originally sold. No point in having them on if the car is sold in California for example.

I would say yes, did a quick search and found this

Signature of the poster indicates his acura came with a "factory block heater" I imagine they would offer the same on newer models... Let us know what the dealer tells you.
