The car does seem to run really rich on startup. This is normal I believe. I have a an Air/Fuel Ratio gauge on my car and it's definitely all the way to rich on startup. When I'm driving after it's all warmed up, it's just right.
If you have OBD-I, you will run more rich than in an OBD-II Legend. I believe OBD-II cats have 2 cats coming down from the downpipes for startups and one main cat. OBD-I just has one cat.
