no it dont you have to take the fog light cover off and then theres a screw a philips you can get to.
Front Bumper
I have a 1995 Acura legend and i have a parking light out. i was messing around trying to get the light out and couldnt get it off. I was wondering if the bumper had to come out to change headlights and what not. If so its the bumper real hard to take off?

The turn signals/parking light can be removed directly as they are held in place by one screw from the bottom. To replace the head lights you will need to remove the bumper cover, the online manual has the steps, it is pretty easy but easier with two sets of hands.
