Do you have to take the whole thing out or can you get to it from the hood, like the other bulbs/lights?

No you don't have to remove the assembly.
Remember also, that the one-pieces only have 1 bulb in the corners unlike the USDM's which have 2 bulbs on each side.

The only way i can think of replacing the bulb is if you move the headlight out a little bit, which mean you have to unscrew all the bolts. I tried removing the splash guard above the wheel, but I couldn't squeeze my hand anywhere in there. Now my hands are all dirty.

i think the structure (core support/fenders) of the JDM legends might be a lil different, because it seems as if you have to take the headlights out to change those bulbs.
