Most likely its the VSS.

Is it the speed sensor ?
I have a 93 legend and the speedometer will move up and down and the d light will start flashing now the check engine light is coming on.I was told it was the speed sensor.Has anyone had this problem?

this is one of the most common problems on the legend. Yes, your speed sensor must be replaced.
