The reason all used JDM engines are low in mileage b/c they are imported from Japan. In Japan the max. mileage allowed on any automobile is approx. 50,000 miles(emission control). After 50K miles the motor have to be taken out.
Is this true?

Not necessarily. They do have strict laws on emissions but in Japan, after a car reaches a certain mileage, renewing the registration on it becomes more costly compared to buying a new car. Most opt to just buy a new ride. This is the reason why jdm engine importing is big business here.
