From what I've read about them in the past they usually help.

even if its true that its illegal just depending were you live it wont matter most police wont look twice at it or most probably wont even know what it is.
I live in SF California but not sure if is illegal

Nothing's legal in California! The intake manifold, EGR valve and pipe still need to be cleaned. The oil catch can will help to preent future clogging but won't resolve what's already there.
Yea sounds Like Cali sucks lol
