Both power steering boots underneath the vehicle are leaking fluid. Can these boots be replaced without overhauling the rack?

The boots aren't designed to keep fluid in; they're to keep dust and dirt out. The seals inside the rack are leaking. Time to locate a rebuilt unit, flush the system and refill with fresh fluid.

How do you know if your rack and pinion have gone bad?

It should not be leaking-- so if it is, you have to find out where it is leaking. Could be from the around the pump (its high up on the passenger side above the wheel, so it would be easy to notice), from the hoses going to and from the rack, or from the rack itself.

I assume if your power steering stops working it would probably also be the rack or the pump

I have a question about this too. My power steering fluid leaks. When a mechanic was under my car fixing the muffler system he showed me a hose(I think thats what it was) that the leak was coming from . Can I change that hose or what should I do???

Go ahead and change the hose. In fact, I'd recommend changing all of the PS hoses. They're usually all the same age and condition. When one goes, the others aren't too far behind. This holds true for cooling hoses too.

changed the high pressure hose on my G1. Royal pain in the a$$.
I would have paid someone $75 labor to do it for me... and that is saying a lot due to the fact that I'm a cheap ba$tard...
