Both power steering boots underneath the vehicle are leaking fluid. Can these boots be replaced without overhauling the rack?

Go ahead and change the hose. In fact, I'd recommend changing all of the PS hoses. They're usually all the same age and condition. When one goes, the others aren't too far behind.
