SRS module.
The SRS light was always on in my 2002 Legend.
I'm in Australia and had heard that the SRS module was a recall item in some other countries.
I tried two used SRS modules without success before deciding that they were probably all faulty anyway.
I had tried the clock spring, the seat belt pretensioner and the seat belt anchor.
I purchased a new SRS module from Honda Japan which worked perfectly.
Quite expensive, but the only sure fix.
