stage II chip for the type I engines

i've read a lot of the posts and threads concerning the stage II chip and i gotta say i'm confused too. everyone is saying that adding the chip will raise the redline and that might be bad for your car. i have a question tho...even tho the redline is raised, will it still do potential damage to my engine if i don't ever redline my car? if that's so, is there a performance drop if my car doesn't redline with the chip? someone help me out. i plan to add this chip along with a weapon r intake and a remus or greddy exhaust. i'm confused as hell man.
