has any body upgraded their non tilt steering column to the power tilt and telascope steering column?

No. the mounting plate for the column is different (specifically, wider) in the 94-95 than the 91-93.
There is a bar that runs the width of the car that the upper and lower dash bolts to. The column bolts to this bar as well, and holes for the mounting plates do not match up because the 94-95 mounting plate is too wide.
And no, you can't switch the mounting plates either, because when I last looked at it, it was all welded together.
It'd be easier, save you less time and cost you less money to sell what you have and buy a 94+.
