Tl-S Rims Questions, Seattle Area Machine Shops?

Hey Guys I am thinking of getting some TLS rims, I know they need to be bored out to 70.1, but what does that mean? what needs to be bored out? and does anyone know machine shops that will do this in the SEATTLE area? thanks guys

you need to machine the center hole of the rims from 64.1mm to 70.1mm. right now at 64.1mm, it's too small to fit over the Legend's 70mm hub.

my friend is getting his rims bored out for his car. $20 for each rim. so $80 total + tax i think. does this sound like a reasonable price?
