This is pic from a manual

Here is the pic I took today:

Is it the plug in the center for the drain that is held on by the small bolt or the bolt on the bottom that looks like a 3/8 ratchet will remove it?

Maybe the fill is the plug on the right that has the writing on it or is it the bolt next to it?

Also how important is it to replace that torn boot?

The 3/8" drive plug on the bottom is the drain plug. The fill plug is to the right of the extension shaft cover with the writing on it.

I would replace the boot on the shifter mechanism. It keeps dirt from getting in there and damaging the seal.
