He definitely used special tools to help shape and bend the metal. The thing is, he still does all of this from scratch, by hand. Basically that arch was made same as mine, only he had to cut the metal in sections on the inside where it attached to the fender in order to weld the piece to the car. This is because he was working with a larger area vs. the smaller area of rust he had cut from my car.
Funabashi, imo, you would at least need some sort of machinery in order to get those lines so straight. I used to play around in my dad's shop and bend his scrap sheet metal and I couldn't imagine getting those lines without any aid.
