The cruise control uses vacuum for it to run. The cruise control is on the passenger side engine bay. Check the hoses to make sure it's connected or brittle.

Yes, you should be ok removing those fuses. The ABS module itself is behind the rear seat. You'll have to access it through the trunk and remove the rear cover.

It'll crank like normal, but it will not start it because the engine doesn't know where top dead center is and it will not jump start in any cylinder.

I'd honestly rebuild the heads man. The block is still good, and hoping the top piston heads didn't get damage. You can replace the bent valves with new ones.
